Fix Outlook Express

When I try to start Outlook Express it just fails. Obviously there is something wrong or a file has gone missing or been deleted. Can I go into add/remove programs and then to add/remove Windows Components and uninstall Outlook Express and then simply re-install it the same way.
I have heard that Windows will not let you uninstall one of their programs.
