Is it supposed to be so laggy?

Hey guys!
After fixing the problem before I went online.. I figured out that while playing over internet the game is so laggy! I have 1mb connection and I run max number of bots easily in singleplayer mode. Is this normal - if it is it really ruins the whole gameplay. If it is not normal please tell me how to fix it.
