I bought Quake 3 back in the day when I was still in high school, loved it, and eventually lost the program and CD, but retained the case with my cd key, so I was able to re-install it recently from a different CD after memories of the game popped into my head. I've been practicing with the bots again and regaining my skill; hardcore seemed impossible at first but now it's reasonable. I've never played online before, so I tried joining an online server, and to my surprise, I was running at a speed twice that of normal, and this was true of whatever server I joined. Either this was some sort of mod that everyone seems to be using, or something is funky. So what's up with that?
As for question two, assuming the server is not set to 'pure,' if I am using a custom skin or model, will that model be automatically displayed to the others in the game, or will it only be displayed assuming they have the same skin and/or model in their baseq3 folder?

It's a mod (probably Excessive) and yes, the other players need to have the skin/model or else they will simply see the default model.

Ah, I see where the mod is listed on the server now. It's pretty hard to find a game that's just using standard Quake 3.

Look for the mods OSP or CPMA (in VQ3 mode) if you like your gameplay unadorned. Not many people play stock Q3 nowadays.
