I think it's possible to some extent per person level but when it comes to organization, geographical resource level, it's impossible.
On top of that I don't own any weapon!
(Actually I have a knife and a car which can be used as a humble weapon.)
The workaround is to 'fight' in other fields which they don't care or in which they get any benefit.
At least it's the last possibility left to us.

After all I can't fight alone.
I need team mates.
But it's almost impossible to cooperate because Internet is watched by police.
Especially in Japan police is trying to prevent common people to flock together at all costs in advance.
They try to establish only vertical relationships, not horizontal.
