I was looking for the same thing a while back to use with Arena Control. id took it down off their ftp site so it's hard to find. Someone emailed it to me. As it turned out I didn't need it after all, the final build of 1.32 has the dedicated server built-in. You can put this in your server config "+set dedicated 2". The older dedicated server app does not support punkbuster, so I don't use it.
