Why does my FPS go down all of a sudden to ~25? and up again

Hey
Im on a
E6400
2GB
X1600 Pro
Vista 32bit
Quake 3 Arena shouldnt drop to ~25 FPS for a few seconds then back up and then again drop to ~25. I remember times where on this system with this same exact config, I would get high FPS nonstop so this is a issue that has happened all of a sudden.
It even happens on test_bigbox. How do I fix it?

Don't have any other programs running in the background (except your antivirus and firewall).

Is this a quake3 specific issue?
any problems with other games or applications?

A virus scanner can cause this behaviour as well.

or just disable it, but leave up your firewall to test.

might be power supply issue.
also, does it happen at precise regular intervals?

This only happens in Quake 3 Arena. In no other game does this happen.
I dont run a firewall but I run NOD32's antivirus but this has NEVER happened. It appeared one day.
At precise intervals no. It can be great 1 minute, 30 secs of skipping, again great for 10 mins, then 3 mins skipping, etc. I doubt it is a PSU issue as my PSU is rock solid.

possible causes
heat .. cpu is slowing own
drivers
update chipset and video card drivers
Background app or unwanted programs running. download this program and scan your computer, remove un-wanted startup items and more

We assume your using quake3 version 1.32 latest
The only time i ever had this issue was with a version of my motherboard drivers
that were utter shite. Went back to my old drivers and all was at peace in my world.

Head and CPU is slowing down? Like I said, this doesnt happen in other games which require alot more power and are also FPS.
My drivers are updated
Again no background applications are running
Yup, Im on Quake 3 1.32
I havent changed anything; Like I said just started to happen one day.

run quake3 with a bare bones quake3 installation.
no mods , or custom maps ..nothing except
the quake3 original files and PR 1.32.

This happens in a regular nonmodded DM server with about 4 players. Nothing custom everything original.
