Funnily enough, the chimp was involved in a public incident that held up traffic a few years ago, and because of that incident, the state passed a law limiting exotic pet size. They didn't retroactively apply it to this chimp though because the owners had him for ages and they didn't think he was a danger.
As mentioned, it wasn't her chimp and she didn't do anything to agitate it. The owner fed it mood altering drugs and the chimp was behaving erratically all morning.
