The rest of the pirate catching countries either releases prisoners immediately (bad press at home) charge them at home (where the pirates will happily ask for and receive asylum) or charge them in Kenia (for a blatant bribe)... Leave it to the Russians to 'solve' this seemingly complex situation by just being total assholes about it.

kudos to russia!
the lawlessness and lack of law enforcement in open seas is economically unlikely.
Pirates basically do as they please knowing this. FFS with the AIS system in place with pretty much all sea going vessels now, tracks ship's location, size, type, cargo info, destination to & from and sometimes even information on the number of crew...anyone with an internet connection can access this info.
I'm all for installing fucking turrets on cargo vessels...where there is no law, you have to make your own.
