If the posted speed limit is 40, then that is what the law has deemed safe for the environment. If you have a problem with it, petition your municipality to increase the speed limit for that particular road. However, given your appeal and inability to speak like a civilized person, they probably won't even let you in city hall.

No one gives a shit what you personally deem as safe for the environment. All that matters is the posted speed limit. If you break it then you risk getting caught.
