ok, sure - if they restricted themselves to being a kind of superior Discovery Channel, with some added comedy, they'd be a pretty good broadcaster, even if not HBO-level
unfortunately, being funded by a license fee (i.e. a tax) means they have to try to please everyone all the time. result: massive amounts of stupid wank, and the money gets spread thin across all that wank

The real question is, are they split evenly across the board by some governing body? if so you're still probably in a way better position than we are since TV broadcasting here is basically entirely ad driven, so instead of a 85% rate of garbage (as might be the case with BBC), we're getting 98% easy.
