What's this guy using, anyone know? It places the team chat at the bottom. Which would be helpful because it would separate the team chat from the other messages and the text is bigger.

Been trying to find how they do this for a while. Driving me crazy. Please help.

That is OSP mod, and he just customized his OSP config to put the chat down there.
