Its has to do with someone who has access to highly classified information being vulnerable to blackmail. He wasn't forced to resign, but there is obviously has to be an investigation.

When I was going through the top-secret clearance process they were insanely thorough. Literally anything you could be blackmailed or bribed with was vetted. At the time I was a poor college graduate and had to swear that my poor debt to income ratio wasn't high enough to risk treason and take a bribe.

I ended up declining job before the clearance was granted though.
