My friend lost the administrators password and I was wondering how he could get it back.

Theres like no way he can get by it, and when he trys to install something, it just says he doesn't have privlidges.

The messed up part is... is that he doesn't have a floppy drive either. So, I don't think I can make a boot disk from a floppy, but I COULD make a iso, even though I have no clue what so ever were to get one.

I was thinking about making another partition, but I don't how to make one without using using a floppy drive for a boot disk.

Try Knoppix (Linux distro). That's how I rescued the root password of a friend of mine last time she nuked her Windows box.

yar Knoppix, PHLAK, and a host of others will enable you to find the SAM file.

here's a snippet of info for you:
NT Password Hashes - When you type your password into a Windows NT, 2000, or XP login Windows encrypts your password using an encryption scheme that turns your password into something that looks like this:

7524248b4d2c9a9eadd3b435c51404ee

This is a password Hash. This is what is actually being checked against when you type your password in. It encrypts what you typed and bounces it against what is stored in the Registry and/or SAM File.

SAM File - Holds the user names and password hashes for every account on the local machine, or domain if it is a domain controller.
