Using particles in weaphits

Is it possible to use particles for weapon hits, like the rocket launcher explosion or machine gun sparks?

I think it is. You can make particles for map models / to be baked in the map as well as weapon hits can be particles (for example dust)

Only in post/using a Q3 mod, such as Q3MME. Can't really be practically built into a map.
