I bet he means basic phpBB function for avatar images that is disabled in user control panel (users can't set up their own avatars on their own). That "avatars" under the username are actualy badges, which need to be requested in desired topic in Announcement forum (Icon Requests). I never seen anywhere any rules to obtain an icon, but I believe you should have some amount of posts here to receive such icon...
