...well, Valve is replacing it with something else this year: Steam Direct.
Now developers no longer need to promote their games among the gaming public. Seemingly a good idea, but it removes the last barrier for shit to be dumped on Steam.

Isn't there already a submission fee on Steam Greenlight? And how high should this fee be for it to deter frauds but still keep the bedroom indie coder in the mix?

which started going to shit in beta and has now actually gone to shit, saved only by the modding community

They should probaly put limitiations on what early access means. In something like Dirt it was just refining what was already developed (car physics n shit) then adding content.
GalCiv 3 was another n all, Space Engineers too and offers a good way for small developers to put their work out and get funding for completion, but then there's the obvious example of DayZ standalone which wasn't even working and I can't ever see coming out of development and kind of piggybacked on the success of early access. I'm sure there's other examples, but it does give devs an opportunity to grab some cash without much incentive to get shit done.
Space Engineers as much as I love it still has some pretty severe performance issues you need to work around and these issues have been present since some of the early builds, they must have made a small fortune from early access sales, I feel like they could do with a kick up the arse.

As a long time player of DayZ it has only recently become really playable in terms of actually being stable, FPS being decent, etc... Just in time for there to be little to no player base.
Then a friend recommended Arma 3 to play Exile ( dayz like ) and BattleRoyal...
I've had fun playing it so far, but it runs terrible, Crashes, Does everything DayZ SA did... Except this is a "Full Release"
Pisses me off.

I'm still playing DayZ SA. But I recently got a beta key for Unknown Players Battle Grounds and played. It was pretty fun. Its a BR style game that kind of looks like ARMA 3 and H1Z1 had a baby. Check it out.
