I looked into this and it turns out your emoji posting privileges were revoked in General Discussion due to excessive shitposting and emoji spam.
I can only surmise the restrictions were escalated for attempting to bypass the forums restrictions.

Maybe something wrong with your browser. Try to delete C:\WINDOWS folder. It will restore default settings for your computer, so don't forget to set everything up again
