suggestions for dead(?) hdd

i will have more time to troubleshoot tomorrow night, but any suggestions in the mean time will be helpful
my family's pc (i have my own) has died it seems, bro was playing a game and it just shut itself off. trying to turn it back on by pressing the power button did nothing. My first thought was psu bunged/short circuited, but when i briefly looked at it, the motherboard was receiving power, and the fans (case and psu) went to spin up when the power button was pressed...but just stopped.
so my dad took it to his work where they could try another psu. it didnt work either, ruling the psu out. so removing components and plugging them back in, it worked until a case fan was added ... then nothing. so the case fan was replaced, and they tried reconnecting the hard drives (2).
now this is the problem, and i will look into it further but, whenever the hard drive/s are connected, the system wont turn on. I only tried it with the master but i saw myself, just connecting up the hdd means it wont turn on. The other guy at my dad's work said that the drives were screwed and the data is lost, but it seems weird that nothing is even powering up, the hard drive doesnt spin up. I am sure that the data is still on there, but something might have been shorted or a component fried.
So can anyone tell me 1) what has likely happened 2) any other testing suggestions? 3) anything i can do about it without spending 100s-1000s on data recovery. Nothing critical on there to warrant that cost, but lots of data, games, emails and pictures (including wedding pics)... :icon8:
i reckon it is just a shorted component and thus the psu safeties are kicking in, but i dont know what im looking for and whether it can be fixed. im also wary about plugging it into my pc in case it causes adverse reactions there as well.
preliminary googling hasnt helped, will look more at work tomorrow
