It's impossible for these adults to not know that is a modification and has nothing to do with the original product. Clearly this is just a way to grab the attention of the religious zealots. Well that's the question. Currently there are two beliefs behind the mod:

1 - The content and code was hacked into the game by a "hacker" (that's what the sensationalists call it anyway). This is what Rockstar first claimed. However, not it seems that the Hot Coffee mod can also be unlocked in the PS2 version of the game, pretty much disproving Rockstars claims.

2 - The code and content was there, but never actually included in the game. Someone used a simple hex editor, changed a few bits in a save game and unlocked the mini game. I believe that this is what happened.

Either way, while Rockstar is to blame for leaving the code in there, the mini game can only be achieved by altering the game, which is an illegal activity. Therefor, it's not Rockstar's responsibility whether or not people get to see it. Those people have to actively and knowingly unlock it.

The top figure is 8 polygons, but when triangulated it's 15. You can't get any lower unless the glans wasn't modeled at all. The lowest you could really get would be either 9 or 12 polys, without the glans.

The bottom is just a plane with 8 polys. Of course it wouldn't make sense to do this because you could use an alpha mapped image on two triangles and get a more realistic result.
