Asking on behalf of my friend:

can I successfully fit and use faster ram (say 4200 or 3200) with high CAS rating like 3 or 4 successfuly on a motherboard which:

Support : DDR266 [PC2100]
# Support ECC
# DDR DIMM x 2
# DIMM Type : 8/16/32/64/128/256MB
# Max Memory : 2GB

Seeing as his mobo supports DDR 2100, I've said to him that if he puts in 3200 or similar, it will clock down to 2100 speeds. Thats my opinion but he would like a few more.
