I believe you. Just seems odd. I suppose, the screen and the mouse / cursor / crosshair.... have to be in sync for it to register properly. In other words if you move the mouse inbetween a redraw, it has to finish the draw before it can update where the crosshair is supposed to be. That's me specula...

I have several mice... Razer Diamondback, an older Intellimouse Explorer, MX700, MX1000, and a MX518. On the ping thing, a little more info... Do a ping to the server's IP like this... ping -t -l 128 72.226.12.39:28004 >quakeping.txt Replace with the servers real IP of course.
