Thank you for the help though. At this point it's more of a curiosity than anything else.
I need to reinstall windows anyway so I will do it sometime this week if I have to. I'm just curious what could cause this because I've never seen anything like it either.

No big change. Although it effected the appearance slightly, changing video settings does it too:
