Here in Florida, 2x4 are not used for exterior framing. 2x6 is code, plus it allows for more insulation.
Its not load bearing, so I would just tap con a pt plate, (doesn't have to span the whole length, 2 pieces is fine).
Then I would nail up a top plate to the blocks your going to install.
Then cut your studs to fit and toe nail them to the plates. Cut them a cunt hair long so they are snug and easier to nail.

The only thing about using hardiboard that I didn't like was finishing the joints between panels. Or are you going to do some kind of shingle style finish?

BTW when Gramps says studs 16" apart he means 16" centres (IE: 16" from the centre of one stud to the next centre, not the inside edge to the inside edge.) Makes installing insulation a breeze. I like the Roxul safe'n'sound insulation. I think it's made of rock dust. It's fire proof and has a pretty good sound insulating factor. I used it in my jam space as well, it made a noticeable difference.

EDIT: I think you can also get batts of insulation on 24" centres as well...

thats the plan...but 2x4's are code here cuz florida is gay...

i know...measure the first stud 15 1/4 then the rest 16...

they make it in lap siding too. Which by the looks of the rest of the place is what I would use. Plywood then a barrier the hardiplank.
Buts thats how we do in Florida which is gay so I've heard, so whatever.
