Model rigging

Hey!

I'm having problem with model rigging. I don't know how it works exactly. I watched tutorials on youtube for both 3ds max and blender.
Can I somehow do the weights by selecting vertexes in blender or 3ds max?(like how in Milkshape 3D can do the weights).

I've made a power armor for Fallout 4, and I need to rig the armor parts.
I tried to copy from another power armor the bones/dummys, but that didn't work (model won't appear or crashed the game)... maybe I missed something.
Without bones, the armor appears.

Could anyone give me some tips, advices, anything to solve this problem?
I'm really appreciate for any kind of help.
