Q3A Servers: Number of Players, Number of Spectators, & Q3TV

I have some Q3A server-related questions to ask here ...

1. Does the number of spectators have effects on the server performance wise?

2. Is it possible to set, i.e. maximum number of players is 10 but maximum number of spectators is 999?

3. My 10-player Q4 (Q4Max mod) server with nfoservers.com gives me "two" servers. The first one is for players only (10 players max) and the second one is for spectators only (called Q4TV server with 999 max spectators). Do Q3A with any of its available mods have such "feature"?

It is possible to set up to 64 (!) people playing at the same time with Quake 3, but it's mainly telefrags everywhere. The spectators, I'm not really sure.
