What are the best specs? Is 12ms a good enough response time for running the latest and upcoming games?
I've heard that below 8ms is ideal of course, but can you actually see ghosting or image problems if you go above that?

The lower you go the less ghosting, but the amount you'll notice and the amount you'll tolerate is individual preference.
I picked up an 8ms unit which I suspect is actually 16ms, but the level of ghosting is still fine, I don't notice it in game.
Borrow an LCD for a few days to make your mind up, or ask to try out a quick round of Q3 in the back of a store* or such.

If I play Q3 on an LCD, will it give me a pretty accurate idea of how it will perform on newer games as well? It sounds like a silly question (125 fps is 125 fps), but I don't know if there is other technology in new/upcoming games that would be harder to run on an LCD than older ones.
I have tons of Dell LCD's in our stock here at work, I may just take one home for a couple days and try it out. But I'm not sure if they have comparable response times to the ones I would be looking to buy.

as far as backlighting goes, if there is even just a little light in the room it is un-noticable. when it's pitch black you can see the backlighting.
