OK I run a 2.4 Ghz 1.5 GIG of RAM, with 6800 Ultra and I run ma desktop at 1280 x 1024 - 32 bit. Now my question is this, : does quake run faster in my desktop being 16 bit mode, and does quake run faster in windowed mode - say in my case, 800 x 600 as opposed to full screen mode? Would like your thoughts on this.

I've found 16bits to help on q3, window mode doesn't affect fps, or does too little to notice (e.g. it may affect performance a bit if the rest windows animate or sth and are visible, but even then, slightly).
it may not run on 16bits though, not sure. at least doom3 here on linux required 24. quake3 though on 16bits gave me lots of boost, sth like 20-40% better. any effect could be dependended on factors I'm not aware though.
