just stay out of North Las Vegas and if you're a tourist walking around at night try to stay close to the strip where there's always a constant flow of traffic and other people walking around.

Excluding the strip (since people walk up and down to see the sights), there's not much of a point to walk for a long period of time unless you're broke. Just take a cab. Bus stops not on the strip can be a little weird.
