OK as soon as I load up Quake 3 and it goes to the menu, this message appears in the console:

WARNING: Couldn't allocate IP port
When I go to the multiplayer section, i can't see any other games that people have created on my LAN and they can't see mine. they can all play with each other fine.
We all have the game patched to the latest version. I have my firewall (windows integrated firewall, the only one i have) turned off.
From what I understand of this error, It can't access any ports so it can't get out on the network to see any other games.
Does anyone have any experience with this error?

i do not know much about networks but i hear about port-forwarding a lot
did you ever have zonealarm or any other firewall installed ?
i recall 3 or more years ago someone had this exact problem and it was caused by zonealarm after being un-installed still had crap in the registry.
try a free registry cleaner like jv16
http://www.jv16.org
edit
it must surely however be a networking configuration problem

i've run the registry cleaner but still get the same problem. i don't know what you mean by 'it must surely however be a networking configuration problem'. other games work fine over the LAN.
Something is blocking the ports. i've disabled the firewall but other than that i don't know what to do. AAAARRRRGHH!!!!!!!!!!!!!!!!!!!

I've tried connecting directly to an IP and it wouldn't work. I have a router but the router is basically between the internet and the hub so it shouldn't affect anything on the LAN, but I disconnected it and had the same error and I also tried away from the LAN with just a swap cable between my computer and another and had the same problem. because other games work fine over a network it makes me think that it is some software specific issue for this game.
what the hell is blockin the port?
