Guest access not working properly

Windows 2000 Server
Working fine until a few weeks ago, now no loger lets guest execute install files.

Non domain server, guest account turned on and access limited to specific Hidden share folders.

I can open the hidden share and browse the files.
I can copy the files locally
the moment I go to launch an MSI file I get the following error

I take the same file, drag it to the desktop and I can run it

Interesting addition, I am able to run executables from these locations, just not MIS files.

Maybe the installer service doesn't get turned on with guest accounts?

RestrictAnonymous registry value
Use Registry Editor to view the following registry key, and then add the following value to this key, or modify it if the value already exists:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\LSA
Value: RestrictAnonymous "0"
