You can use GPL for media fine. In this case, the binaries are TGAs/PNGs/WAVs/OGGs/JPGs/BSPs and so on, and the source is PSDs/XCFs/MIDs/ITs/XMs/S3Ms/MODs/MAPs/BLENDs and so on. It doesn't take a genius to define what source is. It's not restricted to code.
On broar, we didn't accept his texture pack because of deriving from copyrighted sources. Over on the OA board he claimed it's from scratch of hi-res images, but I guess this quote takes the cake and ends it all:
