i got a game a week ago on bittorrent and my downs were over 100k
thats with rogers and on a downgraded speed

A colleage of mine had a ADSL filter crap out on him randomly, so I wouldn't count that off just yet.
But as some base tests try the following:
start > run > cmd
ping -t
http://www.google.com
wait a while and see if you get any packet loss
and secondly, check on your router what the sync speed is.

I'd just like to point out for the past 2 weeks my internet speed has doubled for no apparent reason. god i'm so awesome.
