On a side note, it is interesting that in the US they use the similar report writing standard as security officers in Canada. "At the above stated time, date and location; the writer ....blah, blah.... This report is written for your information." They refer to themselves as "I" not as "the writer". Lame, it sounds so kindergartenish.
are you saying that police reports should be written in the 3rd person?

this sort of thing frightens me because i can sort of imagine where the faculty are coming from - what happens if they touch the child, do they get sued? maybe it's less risky to just call the police. is there really such a legalistic culture that being sued for controlling an unruly child could be a real fear?
on this side of the pond, there's increasing worry about what you can and can't do. off the record, our local copper has been telling people that if they get harrassed by the local chav kids and have to defend themselves - you must report it immediately, otherwise the chavs or their knuckledragging spawners will report you for attacking them when the police come to investigate.
