When my razor is dull and I don't have time to go buy replacement blades I'll go with the 'scruffy' look - but I've never been intentional about it as something I do for a certain occasion. Its usually because I'm too lazy to do a complete shave, but do want to trim up the facial hair a bit. I use my hair clippers as others have mentioned, set it to a very short setting and that's about it.
