These people aren't appointed to these posts out of accident or stupidity, unfortunately.
This is something that Republican administrations have been doing to one extent or another for a few decades. Their entire pitch about government agencies, is that government doesn't work for anything and shouldn't be used for anything for that reason.
In order to convince people that the government doesn't work..... They break it.
Electing one of these people as president is like appointing a Luddite to be Vice President of Manufacturing at a major company. When he's been saying for years that machines and technology are unreliable and are bound to break, and has a vested interest in trying to convince people of the same ideas... Then when he's appointed, and everything breaks down due to his management changes, and he says "I told you so," then it's kinda hard to believe that stupidity had much to do with it.

I worked at an MD's office that provided abortion services in the greater Boston area, and we saw many cases of women who had traumatizing experiences at A Woman's Concern. I don't think I saw anyone in the year I worked as a counselor there as shaken up as one young woman who had mistaken the despicable organization's billboard offering "free ultrasounds, abortion counseling" etc., as being authentic. The things they told her-- that she would have a greater chance of contracting breast cancer, being depressed, regretful-- and especially the way they manipulated her, at such a vulnerable time, putting off appointments, in hopes that the farther along she was in the pregnancy the less likely she'd be to abort-- it's heartbreaking. She couldn't believe that people who act like they're there to help women can treat them with such callous disregard and disrespect. I feel for anyone who's had to shoulder such an ordeal, and I pray that this terrible group's doors will be shut once and for all.

Those "IQ" scores are estimated from his SAT scores. The cited, singular function of SATs is to predict success in college. As we all know Bush was a poor college student, this suggests the SAT is an inaccurate test of aptitude in Bush's case; thus rendering the IQ "estimates" inaccurate as well.
Never mind that SAT scores and IQ are only loosely correlated.
Another estimate is based on a study comparing all presidents. The publication claimed that Bush's IQ is about the same as the average college graduate, which correlates with his mediocre grades.
