There's a lot more needed to know to be able to help you:

kind of computer, graphics card, screen type and/or resolution, graphics driver, anything like that.

Looks weird. I guess it's a problem with shaders?

More likely a driver issue or a graphics card that is giving up the ghost. But yes, more specs and info are needed.

Does this happen with any other games?
Did you change any hardware recently?

It's certainly graphics related, so I'm guessing either something wrong with the video drivers or your card is on it's way out. Make sure the fans on your card are working properly and it's not filled up with dust. Could be overheating issues.
