plained - I am not framing right over that paint because those walls were not sealed very well in the past and there were issues with moisture. So I am using DryLock on the walls to seal them before I frame and put in the walls. The drylock shouldn't be put on over a layer or two of paint.

Hey I was going to do it whether you approved or not, but you do have a history of letting people know if you do approve or not so maybe thats not a bad title.

Block walls have a very low R rating and you really should put up a 3/4" to 1" foam board to add extra insulation before you put up the drywall. I also hope that you're not putting stucco directly on the wall either. If it's a basement wall you should put on a sealer (which you say you did), install a tar paper barrier, put up wire mesh and then stucco.
