Pay for a connection for yourself 
Oh if they're using bittorrent, get them to use the speedscheduler plugin and set the times so it downloads only from like midnight to midday.

You can get external software to limit download speeds overall on a computer. Only problem is you have to install it on each machine and trust the users not to uncap it =\.
But yeah, other than that you'll have to get a bitching router like Foo pointed out. I do remember, however, reading an article on using a spare machine as a server for the network which can limit bandiwdth to users, it was running a Linux distro of some kind. I may be wrong but i'll try and dig it up.

devil-linux is a dedicated firewall/router distro with support for QoS packet scheduling. Small and even runs on a 386.
