It doesnt have to have a atmosphere to have decaying orbit. Its in the vacinity of a mass planetary object, called The Earth. The moon effects our tides, just think if its reversed when the earths is at a greater mass. Anything orbiting the moon would be seriously impacted by our gravity and our magnetic field.
