Quake Live Beta invites

The way I understand it is that weekly (or maybe bi-weekly) they set a higher cap, as far as how many people they are taking into the beta. So once they reach their current cap within a week or two, they will raise it by something like 1-2000. So, if you were invited by someone at Q3W after the current cap was reached, within a couple of weeks, after they raise the cap, you will get your invite.

Is that correct?
