for the outside world itll use the external IP, even though quake3 will tell you its ip is your local ip. dont worry about that.
try taking out the router and connect directly to the internet. people should be able to join then no problems, if not theres some software blocking quake3 on your computer.
to go along with misantropia, leave your server running and post the ip here so one of us can try and connect (probably misantropia, i dont have q3 installed on this machine
)

Your IP address is 192.168.1.4 so you're behind a router. Bind to this address and make sure your router forwards incoming UDP traffic on port 27960 to your PC.

Which is the (external) address of your router. Or even further upstream if you have an ISP with doesn't hand out public IP addresses. In which case you won't be able to host a server anyway.

only if your isp prohibits its, and for now we have no reason to believe so.
find a way to get in your router; you said before you didnt know the password. it's probably in the documentation you got from your isp somewhere.

It is different for each router. Look for a tab labeled "port forwarding/port triggering" or something to that extent. You are also probably going to want to create a static ip address go to http://www.portforward.com and you can figure out how to do that on your computer and router. I don't know much about going online in Quake but I know a lot about ports and ip addresses so I hope that helped.

check if Quake3 is listed in the dropdown menu. thats prolly all you have to do,.
if its not you have to create an entry yourself, not sure if it should be trigger or open. but the port is 27960. do this for both UDP and TCP. im not seeing where you can set the internal IP on that screen but it might be intelligent enough to figure that out on its own, or it just does it globally.
some of your own intelligence is needed here, so try to think of a solution before posting the next 'wut do i do nao'

right, this looks to be 99% of what your router looks like from the inside. it might be a tad off in terms of layout or perhaps labelling, but the workings are the same.

From my recent experience try this;
1) open PFconfig, find your router, forward quake. (i forwarded it twice, with ip 192.168.x.x and 10.1.1.x [replace x with the number in your ip.])
2) go to your modems ip address in the browser, will be something like 10.1.1.1, and make sure all the ports for quake are open. (tell us your modem brand/model for more info. or simply Google: "forwarding ports on router [your router here])
3) run your start server file, if your doing it through quake, then do so that way. but a .bat file is far easier. if you dont know how to do this ill show you now.
open notepad/wordpad (doesn't really matter) and write the following.
replace things surrounded by [ and ] with your information. eg, if your running cpma mod, and your cpma folder is simply named "cpma" you would have "+set fs_game cpma" and if your server.cfg was called "verde-cpma.cfg" you would have "+exec verde-cpma.cfg"
4) check your blue console window for
a) net_ip should be "localhost" default "localhost"
b) net_port should be "27960" default "27960"
c) status should give a range of information about your server. eg.[/color]
5) goto http://www.ipchicken.com get your ip, and tell it to a friend. he/she should be able to connect, if not, then you have done something wrong, if that is the case, condump what you see in the blue console window. and paste it here.
6) watch the blue console window, it should tell you if the connect is successful, if so, you should be able to run quake and do /connect 192.168.x.x (as always replace 'x' with your ip intervals.) or look in local servers, your server should be there.
I know this may look like a long and thorough process, but all of this shouldn't take any longer then 5-10 mins.
