To understand this quote, you must break through 2 stereotypes.

1. Threre exist strict Russians in this werld.
2. Anti-virus software companies are saints.

Anyway this quote is referring to or implying xtreme cockiness of wars held in 19th & 20th century which determined a futuristic fortune for me to be a slave in Japan.
