Radio astronomers routinely monitor millions of frequencies simultaneously for patterns...and that is a serious hardware capability. The idea that there is one localized system that is monitoring (possibly) billions of daily mobile/cellular conversations, wireless internet/emails, etc is a little far fetched. Even if the system was only looking for the word "terrorist" that's a lot of data to filter through.
