Haven't been able to find anything free that lets me force one window to be on top at all times, regardless of whatever else is opened and running.
Anyone know of a way to do this within windows (any registry hacks or something to that effect?) If not that, do you know of any free software that lets you do it?

Do you need multiple programs to be on top at all times? Or just one?
This program lets you do one with CTRL ALT T, to toggle whatever window you have focused to be alwas on top (Hence the name "Always on Top")

I believe it runs in the tray too so you don't have anything in the task bar
