Yea, just rumors and people talking at this point. I haven't really had much time (or cared enough) to look into it. I don't think the estimates are very accurate yet, since there are still quite a few places underwater.
But the '93 flood was obviously worse... how quickly we forget about these things.

He was officially convicted for "intentionally causing a catastrophe". Scott removed several sandbags from a levee holding back the water, in an attempt to strand his wife on the other side of the river so he could continue partying.
