Yea, just rumors and people talking at this point. I haven't really had much time (or cared enough) to look into it. I don't think the estimates are very accurate yet, since there are still quite a few places underwater.

But the '93 flood was obviously worse... how quickly we forget about these things.

And then of course, there was this big one.

An Illinois man, James Scott, 23 at the time, was sentenced to life imprisonment for his role in causing some of the flooding across the river from Quincy, IL. He was officially convicted for "intentionally causing a catastrophe". Scott removed several sandbags from a levee holding back the water, in an attempt to strand his wife on the other side of the river so he could continue partying.
