Q3map2 Toolz has an option to decompile bsps.

Start it and use "-convert -format map" as build option.

It is possible but you will lose some stuff in the process. Also to point out, if you are wanting/trying to decompile someone else's map, you will need to get the respective map authors permission first. Decompiling someone else's work would be a no-no as a matter of respect and possible legal woes from doing so.
If you are wanting to look at and learn how someone did something in their map, why not ask the map author? More often then not, people generally don't mind sharing if asked but can be very pissy if not asked first.

cityy, those are q3map2 options, my q3map2toolz just passes them on.

Note regarding decompiling a map: it will not give you the original map back, a lot of stuff is lost in the compiling-process that cannot be retrieved when decompiling. So don't expect a quick and easy editing of the map to change some stuff, and certainly don't depend on it for back-up purposes.
