You've got an interesting point there, as until the current generation, that hasn't happened. However, when PS3 and XBox 360 were introduced, they represented performance that was comparable to only the cutting edge top-of-the-line $1000+ PC's. It isn't until recently that the PC platform has once again been able to really set itself apart performance wise. This may not be due to the availability or lack of raw processing power but to choices made by game developers and publishers. Console games became more and more popular, more games got sold for XBox360 or Playstation 3 than for the PC and thus developers/publishers focus more on the console platforms. At some point, this led to some people claiming PC gaming was dead. PC gaming hasn't been pronounced dead before exactly because of what you stated: game consoles weren't comparable to PCs yet, there was still quite a gap. But with the current generation, this gap has been closed, (wrongly) feeding the sentiment that PC gaming is dead.
Now, however, the consoles are starting to show their age (we're talking 7 year old hardware here) and suddenly the pro-PC crowd claims console gaming is dead. It's a ridiculous discussion.
My point was that when the next generation of consoles will arrive, the whole discussion will slowly go back to claims of PC gaming being dead, until that generation is 5, 6 or 7 years old and the PC will again have a significant performance advantage. So people claiming that this is dead or that is dead will probably go from left to right in the rhythm of the life cycles of consoles.

Oh well, my GTX 580 renders Windows 7 really well. Well worth the money!

When developing a game, you want an audience as big as possible for your game, so if you're targeting cutting edge hardware you've only got a small percentage of the entire PC gaming community that can actually run your game well. You might say they should offer scaling graphics quality options so high end PCs can make use of this, but why put the effort (and invest money) in doing this if it's only going to please a relatively small amount of people. If you rely heavily on, for example, DX11 functionality, then you'll need to offer DX9/DX10 equivalents to those for older systems which can be a lot of work.
If you're developing for consoles, you know what hardware is in there and you can push that to its limits because you don't have to worry about older hardware. Especially when a console generation is new, developers can push those consoles further than they can when developing for PCs.
