Leap seconds, but not this year?

THE WORLD BODY that regulates our planet’s timekeeping system, has announced that there will not be a leap second added at the end of June this year.....

..... the Earth makes for a pretty rotten clock. Its rate of rotation is not constant – it speeds up and slows down over the course of a year, and from year to year is gradually slowing down.
Who would have thought a second in time could mean so much?
