Griefers can fuck off.Players who prefer to stick with a party of known people in their friends lists won't be affected by the reputation system changes, Lavin said. Those playing with random, anonymous strangers, though, will quickly find that they are matched up with people who have similar reputation scores.
"There'll be very good things that happen to people that just play their games and are good participants," Lavin said. "And you'll start to see some effects if you continue to play bad, or harass other people en masse. You'll probably end up starting to play more with other people that are more similar to you."
In other words, griefers and those who can't seem to stop throwing around unpleasant epithets on a public chat channel will be automatically grouped together in matches where they can't annoy those of us who are just trying to play a polite, relaxing game. The plan bears some resemblance to one used for Max Payne 3 last year, where Rockstar sequestered players using hacks in a "Cheaters Pool" populated only by other players using illegal enhancements.
The new system should help stratify groups of players who often have very different ideas of what social norms are acceptable for online gameplay.

Welcome to the Dota2 commendations and reporting system.
It can still be abused and people join games where specifically they'll all commend each other to get their stats up, however the reporting for comms abuse seems to be working really well, if a certain number of reports stack up over a period of time then players get muted for a week. There's also a system in place to stop people quitting if they're losing. If you abandon a game more than twice in a designated period then you get bumped down into a lower priority match making with everyone else who quits when they lose.
They posted an intersting article on it on dota2.com

A few statistics:
Since the ban system has been implemented, there’s been a 35% drop in negative communication interactions.
Less than the 1% of the active player base (players who have played Dota 2 in the last month) are currently banned.
60% of players who receive bans go on to modify their behavior and don’t receive further bans.
Total reports are down more than 30%, even after accounting for the reduction in the number permitted per week.

The mute system is so fucked up. If two people report someone, they get muted for 24 hours. Doesn't matter what you report for or if they did it. Two is all it takes.

Is it just two? I've not been muted but it must have to be separate games within a certain timeframe, I know Russian 4 stacks have reported me for mouthing off over lack of support when I've randomed a carry on all pick and I've not been muted (yet).
