Well, perhaps not just the forum, but whatever backup maintenance junk IGN does to their servers on a daily basis. All I can tell you is that it happens once a day like clockwork and IGN does whatever the hell they do in that half hour. They've been doing that for quite some time, so it has nothing to do with the recent slowdowns/server termination thing that's going on now.

Actually I barely did anything yet. I just have phpbb installed and the site mirrored with no database. I need to get IGN to export the database for me because it's huge and I don't have shell access. We can't move yet because the domain name issue is still pending. id software is helping us with that one, thanks to Turb.
Everything needs to happen at the same time. Once I get them to export this shit, It would need to be imported into the new site asap because obviously any new topics since then would be lost. We would also need to transfer the domain at the same time so the thing actually resolves to the new site. I really don't expect everything to go so smoothly. There will probably be some downtime regardless because I need to clean up the database, test some cron scripts for backups, and other small things.

DooMer, just to make it easier on yourself you should go ahead and plan a downtime window of 2 or 3 days. Just friendly advice, from experience.
Before IGN exports the database, make a post in every forum saying that the board is going to be down for x days, and it will be back up.
Heck, just the DNS record could take 2 days to propagate to some people (not really, but that's the theoretical possibility). Give yourself plenty of time so you don't have a bunch of people whining and bitching that there are problems.
You could do it a lot faster than that, but why bother, especially if you're planning on doing some housecleaning too. People can live with it being down a few days.
Again, just friendly advice. I'm not the one responsible for the move.

If we couldn't retain the domain name, I'd post messages in the forums stating what the new domain name is (and when it would be up), and once the database is dumped, make it read-only so the site stays up for a few weeks to catch any stragglers, but nobody can post.
I'd still keep it down for a few days after that to give myself time for housekeeping and all of those unforeseen things that always come up when you do something like this. It's not eBay, and it's not DooMer's full time job, so why not save the headache?
